Revised Status of Reimbursement for Claims

We, the IFA (Interim Fiscal Administrator), have begun to receive data from KIDS and have started processing it. 

Several Municipalities have updated their KIDS software and begun processing data for KIDS and providing us with response files and valid claims.  The contents of these responses will be available on the EIBilling site shortly so that you may see which claims need to be fixed, and which were accepted.

If you are unsure of the new model for process claim, we suggest you check out some of the knowledge base articles.  In order for any claims to be paid, the provider must attempt to get reimbursed first by commercial insurance (if eligible) and then Medicaid (if eligible).  Only then can funds be dispersed from the state Escrow Account.  The IFA will submit claims to insurance and Medicaid on your behalf.

Here is an update on where we are with processing of claims.  We (the IFA) are ready to submit, but are on hold waiting for the following information:


Insurance:  The IFA has made Subrogation letters available on the EIBilling site this week, and will make more available as we receive more insurance policy information from counties and NYEIS.   Response times from insurance companies will vary, so we cannot give an estimate of when your payments for these items will be made.

Medicaid:  The IFA has been approved as a service bureau, and we have received our credentials from eMedNY.  We have sent out forms with included instructions for providers to mail to CSC to link them with our ETIN.  Claims can only be submitted for providers who have completed the linking process which has already been detailed in several emails.

Escrow:  Key Bank indicated to BEI that they might be ready by the end of this week or (more likely) the week of 5/13/2013.   Our latest status from BEI is that they have no further updates from Key Bank.
