Early Intervention Program ATB 1% Rate Increase for all EI Providers

The Bureau of Early Intervention (BEI) is implementing an ATB 1% rate increase on payments for Early Intervention (EI) services, including Service Coordination, Evaluations and General Services. The 1% rate increase will be reflected in both Medicaid and Escrow payments. The rate increase will be retroactive and apply to services rendered on or after 4/1/2022.

For Medicaid payments, the 1% rate increase will be reflected in Cycle 2357. Checks in this cycle will be dated 10/24/2022 and released on 11/9/2022. On 835 Remittance Detail Reports, providers will notice that paid claims for services rendered on or after 4/1/2022 will be rescinded and those claims will be reprocessed to include the 1% rate increase. Providers will receive the retroactive claim payments on 11/9/2022 for the 1% rate increase retroactive to 4/1/2022.  Given the high volume of claims scheduled to be processed in Cycle 2357, we expect there will be delays in posting 835 reports. PCG estimates a 3-5 business day turnaround, resulting in updated reports posted on or after 11/9/2022. This delay will not impact when providers will receive their payments. PCG will also monitor pending and rejected claims as they process, to ensure there are no discrepancies in the policy and payments.   

For Escrow payments, the 1% rate increase will follow a similar timeline and date back to services rendered on or after 4/1/2022. Providers will begin to receive the 1% rate increase for claims with a received date on or after 10/17/2022. Counties will receive a supplemental invoice for the one-time retroactive escrow payment in November.
